‘Walking with Giants- a memoir’ by G Ramachandran IAS (Retd.) “I found at almost the end of my service that public perception of their leaders is often highly misleading”, GR ‘Walking with Giants- a memoir’ written by G Ramachandran, Retired I.A.S officer and Former Finance Secretary, Government of India was recently launched in the city, in the presence of Mr. Jairam Ramesh, Union Minister for Rural Development, Mr. P. Sabhanayagam, IAS (Retd.) and many important bureaucrats - retired and current- who all received copies of the book and offered comments. “Walking with Giants”, is a memoir of Shri. G. Ramachandran, who had served with many political stalwarts like Rajaji, Bhaktavatsalam, Kamaraj, Anna, Indira Gandhi, Morarji Desai and Charan Singh. The book is a retrospect of some of the happenings in the corridors of power in India. The book also has a didactic purpose. It shows that people with rural background hailing from non-aristocratic families can through hard and systematic work rise to the positions of responsibility The book throws light upon the author’s close association with Prime Minister Indira Gandhi. Behind the scenes account of bank nationalization, 20 point program and the famous “Stray Thoughts” of Mrs. Gandhi get a mention in the book. The contents include ‘the Golden Chapter’ of the Janata period and also give an insight to the ordinance measures taken by Mrs. Gandhi to curtail inflation. The different anecdotes given, not only deals with the author’s association with many economic reforms of the country, but also, very subtly deal with the humane aspect of many leaders of the country. Mr. G. Ramachandran the author of the book “Walking with Giants” is a retired IAS officer of the Tamilnadu cadre who rose to the position of finance secretary at the centre. He had a brilliant career in the civil service. Being a first class first in MA Economics from Madras University, he stood first in the All India Competitive examination for appointment to the IAS in 1949. He served with Chief Ministers, Rajaji, Kamaraj, Bakthavatsalam and Annadurai. He was handpicked by Prime Minister Indira Gandhi to work in her secretariat. He helped to formulate progressive measures, like bank Nationalisation and 20 point programme. Despite the shift in powers in the centre, he earned the confidence of Morarji Desai and Charan Singh and worked as finance secretary under them too. Mr. Ramachandran had hence a ring side view of the economic development in the 70’s and early 80’s with the Vantage positions he held. He finally retired in 1985 as Executive Director of the Asian Development Bank Manila.

Now considering the exponential growth of India’s middle class and the fact that internet has seeped into their basic requirements, it is by no mean an exaggeration to claim that we have only seen a gist of the immense possibilities that will unfold in the near future. Google, renowned for pioneering various endeavors revolutionizing the chassis of internet, has yet again done what it does best. If this initiative ever sees the light of day, which seems highly likely considering the win-win situation for all parties involved, Youtube is set to rule the roost as a premier channel for delivering entertainment and commercials on television, thus overriding the unreliable and ever so annoying internet network speed.

voters id card application online In accordance with the instructions of the Election Commission communicated in their letter of 17th September 2004 and incorporated in their detailed instructions/guidelines for annual Revision of rolls for 2005, 2006 etc., 'e' registration is generally enabled from the date of draft publication of the (photo) electoral roll till the last date prescribed for filing of claims and objections. The Forms pertaining to the rolls are hosted in the web site of the CEO's office. Earlier, any applicant seeking 'e' registration had to submit 'on line' only Form 6 or 8A as the case may be, (without the photo) but with the photo rolls in place, it is necessary for him to furnish his photo also along with the application. The submission of photo along with Form 6/8A is necessary for incorporation of the photo in the Photo Rolls and for preparation of Electors' Photo Identity Card thereafter. The applicant should submit his passport size photograph through e-mail as an attachment to Form 6/8A. Of course, he should have a valid E-mail ID. Such applications will be received only by the District Election Officers/Chief Electoral Officer. The requirements / process involved in the online registration are as follows: Only a person with a valid e-mail I.D. can seek recourse to this facility On clicking the appropriate link in the web site, the user will be able to access the online form. The online form is very similar to the Form 6 with additional inputs like e-mail I.D. and telephone number etc. To help the user, a help note on the various "steps to be followed for online registration" is available on the web site. The applicant after filling up all the fields without omission in the on-line Form can submit the same by clicking the 'submit' button. The applicant will get an e-mail confirmation with a unique application number (generated by the computer) in the e-mail ID as given in the online form by the applicant. The e-mail will have three options viz. confirmation, modification and deletion of the submitted details. On clicking 'confirmation', the details in the on-line form will be forwarded to the District Election Officers concerned. On clicking 'modification', the applicant will be able to make any changes in the online form and resubmit. The applicant will be asked to click 'confirm' link in the e-mail received earlier. On clicking 'deletion', the details submitted in online form will be deleted, and hence no details will be forwarded to District Election Officer. As indicated above on 'confirmation', the details will be forwarded to District Election Officer. For this purpose, a separate e-mail ID has been created for each district with user I.D. as deo_ (name of district) which is available with the Programmers in the DEO’s Office. All applications received shall be entered in a separate register at District Election Officer's office with name, address of applicant and unique application number, before forwarding the application to Electoral Registration Officers. On receipt, after printing the details, the Programmers can use the online web search facility to check whether the individual's name is available in the electoral rolls. If available, the Assembly Constituency No., Part No. and Sl.No. of the elector may be written on the application and in the District Election Officer's office register and forwarded to the Electoral Registration Officers for record. The Electoral Registration Officer has to enter all such application in a register in his office and forward the same to field-staff for verification of details and getting signature of the applicant. If the claimant does not attach a photograph with the application sent by e-mail, the non furnishing of photo should not become a ground for rejection of the claim; the field-staff should obtain the same from the claimant while going for verification of the details. After receiving the details from the field-staff, if the Electoral Registration Officer is satisfied, he can include the name in the Electoral Roll by following the usual procedure. If necessary, the Electoral Registration Officer can make further inquiries before taking a decision. Now-a-days the concept and technology of employing renewable energy becomes very popular in various day to day applications. Sunlight is considered to be a source of energy which finds applications in Automobile Sectors to reduce the consumption of fuel and environment friendly. With the help of this technology, a conventional car is designed and modified to make solar energy powered car.

The basic principle of solar car is to use energy that is stored in a battery during and after charging it from a solar panel. In this project, an used Maruthi 800 cars engine is replaced by a D.C electric motor of 4 kW. A 12 V with two number of 150 AH batteries are used to charge the D.C motor which serves here as an engine and moves the vehicle in required speed. Voltage regulator is connected to accelerator pedal of the car. It is used for regulating current to vary the speed of the motor. The batteries are charged by two 120 W solar module which is mounted on the roof of the car. The motor is connected to the front wheel of the vehicle through the existing gear box which is used to vary the speed of vehicle. The car has been successfully tested for various road conditions.

India strands third place in cyber attacks

In Top 10 cyber attacked countries in 2011-2013 list india stands in 3rd place.A recent press release said by Kaspersky Lab.

Users with Kaspersky Lab products who have consented to anonymously contribute their data on detected threats to the Kaspersky Security Network cloud.

For the purposes of this report, data from 2011-2013 was analyzed.. Data obtained from 50 million individual users. Computers running Windows, Studies conducted by Kaspersky Lab experts.


In 2012-2013, 37.3 million users around the world were subjected to Cyber attacks — up 87% from 2011-2012, Most often, phishing attacks targeted users in, India, Russia, the US, Vietnam and the UK. These were most frequently launched from the US, the UK, Germany, Russia and India. Yahoo!, Google, Facebook and Amazon are top targets of cruel users. Online game services, online payment systems, and the websites of banks and other credit and financial organizations are also common targets for this cyber criminals.

Over 20% of all attacks targeted banks and other credit and financial Organizations.The number of distinct sources of attacks in 2012 and 2013 increased 3.3 Times. More than one-half (56.1%) of all identified sources of phishing attacks were located in just 10 countries. In 2012-2013, 102,100 Internet users around the world were subjected to phishing attacks every day. This is double the amount of intended victims over the previous period. More than 50% of the total number of individual targets (921 names out of 1,739 in the KSN database) were fake copies of the websites of banks and other credit and financial organizations. Cyber theft main targets are different from country to country, depending on the popularity of local online resources.
